build popcon for devuan so we can infect debians popcon server with our stats ;-)

Popularity contest is a great way to track stats for package usage and also releases.

We should build popcon for Devuan with a release suffix ie: 1.61+devuan0.99 for beta initially and bump it to +devuan1.0 on release
