Unsatisfied dependency of sysv-rc on init-system-helpers >= 1.25

In ascii (probably ceres too, not checked) sysv-rc 2.88dsf-59.3+devuan2 PreDepends on init-system-helpers >= 1.25~, which is currently not available from the Devuan reopos.
