Devuan does not ship sysvinit packages (Release: testing)

If the first proposed action outlined therein is accepted, Devuan should enable this package in the build process and ship at least sysvinit 2.88dsf-59
AFAICT this issue currently affects only Testing, not Jessie. (Under reserve of any potential future backports to Jessie.)
