Nobody can adopt a package!
@jaromil invited people to claim packages by opening an issue in the packages-base issue tracker. But one cannot open an issue there!
I created a wiki page to help, but it requires developer access in the project to be edited.
Let's fix permissions to enable willing people to participate!
Problem Solved
Volunteers to maintain a Devuan package can open an issue in the devuan-maintainers issue tracker to announce their interest. Please see the devuan-maintainers README .

https://git.devuan.org/help/permissions/permissions according to this page, a guest should be able to open an issue on a project except for private projects.
Can you better explain where are you or anyone else is trying to open issues without success in doing that?

There are two distinct problems:
- https://git.devuan.org/groups/packages-base/issues exists, but there's no way to add an issue there, so people cannot claim packages. Note that it belongs to a group and not a project within that group (which is not covered by the permissions help).

https://git.devuan.org/devuan/devuan-project/wikis/package-maintenance-state
belongs to the
devuan-project
project: only developers in (any) project can edit the wiki. Therefore people should first become developer, and then be able to claim a package using this method.

- no one can add issues on https://git.devuan.org/groups/packages-base/issues , even an admin can't do that. It's only a report page of all issues opened in the packages-base group. Who want to open an issue on a package in the packages-base group to adopt it, needs to do that in the issue tracker specific to the package, like, for example, https://git.devuan.org/packages-base/xfce4-session/issues and then the issue will be visible also on https://git.devuan.org/groups/packages-base/issue
2.sadly there is no way to open up to non-developers to write on the wiki without open up whole gitlab to guests, the only solution is to add members to the project as developers one by one

devuan-maintainers
where issues can be open by members that are not developers yet, to apply for access onpackages-base
