I used 'dpkg-reconfigure locales' to select locale. After doing this, currently I find stalled processes in the system:

debconf: DbDriver "config": /var/cache/debconf/config.dat is locked by another process: Resource temporarily unavailableSome time during dpkg-reconfigure, the console screen was displayed in a weird way (weird flickering overlay) and much of the text was unreadable. dpkg-reconfigure was almost unusable, due to this console user interface bug. So I kept pressing Ctrl-C to quit the thing, that likely had something with the issue. dpkg-reconfigure was just barely usable at all, due to some display bug (EDIT: see screenshots below).
--output-fd 11 is a non-existent file-descriptor. Running the above whiptail command gives bad file descriptor error.
Summary
Apparently, whiptail is the tool that displays the locale selection checklist. This is exactly the place, where the user interface started flickering, and I started pressing Ctrl-C as the text was unreadable. Which likely resulted in a broken filedescriptor somewhere, and the processes got stuck. The user interface ('whiptail' process) crashed due to this UI glitch, then the configuration processes are waiting for whiptail to write the result into a file descriptor (but it crashed, so they're waiting forever). Since there's no UI any more to respond, the only way to close dpkg-configure is by killing the stalled processes.
So the real problem is probably in whiptail, or in the way whiptail communcates with the terminal, somewhere. I an reproduce the user interface bug by running a modified version of the above whiptail command. Here is a screenshot:
So it's probably a bug somewhere in whiptail (?), and it is reproducible on my machine/config.

Eventually, i killed the stalled whiptail process. Then the postconfigure scripts ran (which I saw only from observing the process list), eventually removing the en_US.UTF-8 locale that I installed in the meantime, that I learned from the following message:
Trying to dpkg-reconfigure locales again, the script borked:
Then, finally, allowed me to reconfigure locale, and en_US.UTF-8 was generated properly.
But now, mc started behaving weirdly.....
So I just have no idea what's going on.
EDIT: Rebooted the machine and it no longer produces the issue. dpkg-reconfigure seems okay, and runs without an error or the user interface bug. After only a day of debugging, it seems I successfully configured Devuan to use UTF-8 in a terminal. If this doesn't happen again within a few days, I'll close this issue.
EDIT: Issue didn't happen again, so I'll close it. In retrospect, it could have been caused by tmux getting confused by changing the locale from within it, as I was working inside a tmux console.
EDIT: I cannot close the issue. I'm redirected to " https://git.devuan.org/sdk/arm-sdk/issues/33.json?issue%5Bstate_event%5D=close ", but that just gives me a JSON file, and the issue doesn't get closed. So the fact that I cannot close this issue, is an issue in itself. Someone please close this issue, as I cannot.
