the locales package is not installed
In the devuan_jessie_1.0.0-beta2_arm64_raspi3.img.xz image, the locales package isn't installed. This leads to error messages about the locale not being set. I propose that the locales package be installed, but left unconfigured. The user could be advised perhaps in /etc/motd that the locale of the system should be set with dpkg-reconfigure locales. Having the locales package installed would also mean the system doesn't need to be connected to the web to configure the locale.
