Login kit should be in pkgs-utopia-substitution
If you will include the debian directory in the source tree in the main repo of loginkit, and so the package will be a native debianized source package, loginkitd should live in the pkgs-utopia-substitution group, where you are master member and have ability to creare new projects and so on.

Got it. I'll learn how to do Debian packaging and move it.

Your package split it's ok, and lintian doesn't complain about how the package is built, but there are some issues. I will open other issues on the project about that
