vdev packaging

With Devuan's beta release we have the opportunity to provide a wider testing field for vdev.

We don't plan to substitute udev, but since they can coexist it would be nice to facilitate vdev's installation from our repositories with a simpleapt install vdev.

In order to have that, we need to have a .deb package of vdev.

Can we have it into our CI then, built by jenkins triggers?

Thepkgsubdir in the code contains already ad-hoc scripts to create a debian package, can we integrate those or should we create a canonicaldebian/subdir to make things easier?

    Note: I've created a merge request to bring my fork into the master branch; just guessing that that's the way to go to bring in my deb packaging, and the couple of supporting edits. I'm not sure which level of review is needed/expected, so I'll leave it open for a while.
